The Community Safety & Development (CSD) program's mission is to strengthen the Municipality’s neighborhoods while building strong individuals, proud families and a vibrant community. CSD administers the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG)HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG)​ awards from the federal government, partners with citywide organizations to further affordable housing opportunities for low and moderate-income families, and engages neighborhoods in long-term community development planning.​

​​​​​Community Safety and Development is partnering with several organizations to bring rental assistance to our community. This rental assistance will only be available through September 30th, 2025. You may be eligible for emergency rental assistance if your household makes less than 80% of the area median income, AND you're experiencing housing insecurity, AND you have experienced financial hardship due to COVID-19.​ To check whether or not you are eligible for this round of rental assistance, use our eligibility screener:

Five organizations will be accepting applications for ERA2, but please only apply once. Organizations have agreed to share applications with one another in the case that they are unable to fund a request for rental assistance. ​Applying multiple times will slow down the process and could put the funding for your request for rental assistance at risk.

If you applied to the Anchorage Coalition to End Homelessness' (ACEH) program for rental assistance in February of 2025, you do not need to apply again. If you applied to NeighborWorks Alaska's (NWAK) CHANGE program, you also do not need to apply again. Both organizations have agreed to share your application with the organizations listed below. To do so, they need a signed Release of Information (ROI). Please check your email for the form, and if it is not in your inbox, please reach out to ACEH or NWAK directly to initiate that process.

Choosing Our Roots (COR)

Choosing Our Roots (COR) exists to ensure all queer, Alaskan youth have safe homes, supportive communities, and opportunities to thrive. COR provides housing support and resource navigation services in Anchorage and the MatSu Valley, prioritizing queer young people aged 13-24 experiencing housing insecurity. COR operates SafeRoot Anchorage, a bridge housing program for adults aged 18-24 where Participants can learn essential life skills, build rental history, and connect to local resources with affirming, safe supports. As a small organization, COR often works from a waitlist and uses an individualized approach to meet each Participant’s unique needs. 

Through local partnerships, COR can support young adults in Anchorage with rental assistance, case management, and stabilization through September 2025.

Housing remains one of the most urgent and complex challenges facing our community. Accessing safe, affordable housing can be daunting—especially for those who are unhoused, in the shelter system, or at risk of homelessness. Our case management team works closely with each individual to assess their situation, explore available housing options, connect with landlords, and navigate the application process. Once housed, our support continues through wraparound services such as representative payee assistance, occupational and group therapy, and help with everyday essentials like cleaning and shopping.

Henning Inc. will also be utilizing Emergency Rental Assistance (ERA) funds to support individuals and families impacted by the COVID-19 pandemic. These funds will provide vital relief to those currently unhoused, living in shelters, or at risk of losing their homes due to financial hardship.

NeighborWorks Alaska (NWAK)

NeighborWorks Alaska (NWAK) Supportive Housing programs provide safe and stable housing opportunities to homeless individuals and families with disabilities through rental assistance grants. We foster stability and self-sufficiency for those most in need across Anchorage and Alaska's communities. 

Households served through our Pathways to Stability Program (P2S) are eligible for up to 5 months of total assistance in a leased unit. The assistance period will begin on the date the household begins to receive Rent Relief services and end September 30, 2025. 


This program is essential for those who are living in a place not meant for human habitation, residing in a congregate shelter, fleeing domestic violence or trafficking, residing in non-congregate shelters, families with minor children that are experiencing housing instability, and adults with co-occurring mental health and substance use disorders. The P2S Program’s main focus is a pathway-to-stability initiative, prioritizing serving homeless individuals and families. By focusing on these vulnerable groups, the program directly aligns with and advances the goals outlined in the Anchored Home Plan to reduce homelessness in Anchorage.

New Life Development (NLD)

At New Life Development, our mission is to empower individuals to integrate or reintegrate into society successfully. We believe in providing residential and crucial support services that promote independence and self-sufficiency, particularly for those transitioning from incarceration, substance abuse treatment or general homelessness. New Life Development offers housing in a clean, safe, and sober living environment, supported by 24-hour staffing, security, intensive case management, on-site NA/AA meetings, and help with securing permanent housing.

New Life Development will be utilizing Emergency Rental Assistance (ERA) funding to support unhoused individuals and families to secure housing, assist those at risk of becoming unhoused due to financial hardship, and those who are in threat of having necessary utilities shut off. This includes direct financial support for those currently in eviction proceedings or pre-eviction proceedings.

United Way of Anchorage (UWA)

United Way of Anchorage is accepting applications for rental assistance through three different programs. They will use one application to do intake for all three programs. 

UWA Home for Good

Home for Good is a permanent supportive housing project, with Southcentral Foundation and Alaska Behavioral Health providing services. Some people experience homelessness for a long time, coupled with disabling conditions. They need help to get on their feet and remain housed. Home for Good connects these people with housing and support services—a proven approach to breaking the cycle. Home for Good interrupts the cycle of emergency response systems, including jail, hospitals, safety centers and shelters. When community members receive housing and caseworker support, they have stable, sustainable ways to improve their lives.

UWA Eviction Diversion

By keeping tenants housed, we prevent costly, time-consuming eviction processes. Sometimes tenants miss rental payments due to job loss, unexpected expenses or sudden illnesses. We can use funds from grants and donations to cover past-due rents. When tenants can pay their rent going forward, we can make one-time payments to the landlords. We make these payments when tenants can afford their rents, moving forward. By assisting them and their landlords, we help prevent homelessness.

Apply to this program if you need help with past due rent, particularly if you have received a notice to quit or an eviction notice. 

UWA Landlord Housing Partnership​

Landlord Housing Partnership assists landlords who rent to community members with past evictions, poor credit histories or criminal records. The tenants receive case management services from health and social service nonprofits. Anchorage has few housing options, but landlords can help others overcome housing barriers. Sometimes tenants need support to help people secure and keep housing. Landlords receive resources to make rental units available for people exiting homelessness. Having experienced homelessness can complicate leasing rental units. We offer landlords financial backstops and incentives to sign and keep leases. All participants can access neutral, mutually beneficial spaces to communicate and third-party case management if issues arise.
